See here. The issue is especially acute for Teimour Radjabov, as his first round match will be with Magnus Carlsen if that goes forward. If Carlsen officially rejects his contract, then there's a further controversy. Earlier FIDE said that Alexander Grischuk would be his substitute, but it's not clear that this substitution is permitted by the regulations. (Not that this ever stopped FIDE before.) So there are three possibilities: Radjabov - Carlsen, Radjabov - Kramnik (because Grischuk would have a different seeding than Carlsen, the matches would be repaired), and Radjabov vs. no one in the first match followed by the winner of Topalov-Kamsky in round two.
